Chapter 13 Section 2


2. Name the person who wrote the first manual of rules for the Senate.
            -Thomas Jefferson, when he was vice president
3. Specify how a representative introduces a bill in the House. 
            -Representative drop it into “the hopper” a box near the front of the chamber
4. Identify the committee that controls the flow of legislation in the House of Representatives.
-The Rules Committee controls bills by moving them ahead, holding them, or stopping them completely
-They have the power to include a time limit and specify how much the bill may be amended
-They also settle disputes between committees
5. How does the Senate limit filibusters?
-3/5ths of the Senate can vote for cloture. Cloture is a procedure that allows each senator to speak only one hour on a bill under debate
6. What specific duties make the speaker the most powerful person in the House?
            -As presiding officer and the leader of the majority power, it can recognize or I         ignore members who wish to speaker
            -They appoint members who wish to speak
            -They follow the Vice President in the line of succession to te presidency
7. Compare the rules and procedures of the House with those of the Senate?
            -The House
                        -Debate limited to 5 minutes per person per topic
                        -Subjects are rarely on the floor for more than a day
                        -650 pages for conducting meetings
-Committees do much of the work because smaller groups gets things done faster
            -The Senate
                        -Free to debate for however long
                        -90 pages for conducting meetings
                        -Individual senators can tie up / stop /slow bills
